James Lowe

James Lowe is an AI engineer at Anthropic and former head of AI engineering at the UK government’s Incubator for Artificial Intelligence (i.AI). Educated at the University of Oxford, he helped develop government tools for public consultations, transcription, secure model access, and ministerial workflows before joining Anthropic.

His approach to technically grounded AI product management centers on a practical question: can a model perform a particular task reliably enough for its actual users? Engineers should help answer that question through realistic evaluation, operational safeguards, and human oversight before committing to product designs or extensive roadmaps. His argument for technically fluent product leadership takes shape in three government projects:

  • Evaluate capabilities before designing interfaces. Consult initially applied existing language-processing techniques to public consultation responses, but user testing exposed inconsistent results and demanding legal requirements. Lowe’s team developed realistic evaluations and Theme Finder, an open-source package for identifying themes, then redesigned the product around human-in-the-loop consultation analysis.
  • Prototype broadly, then remove unnecessary features. The Minute transcription tool accumulated templates, meeting agendas, editing tools, and chat features that often overwhelmed users. Collaboration with the Ministry of Justice’s Justice AI team produced Justice Transcribe, a simpler application tailored to probation-service workflows.
  • Retire products when their original purpose disappears. Redbox evolved from digitizing ministerial paperwork into a secure chatbot for civil servants and an interface for government tools. As enterprise AI products improved, Lowe’s team explored the Model Context Protocol to make those capabilities available across multiple clients. The government ultimately retired Redbox as commercial alternatives became more suitable, preserving its open-source code without mistaking continued development for success.
